The forward is one of new coach Marco van Basten's main targets, but the two clubs have yet to agree a deal.
Ajax technical director Danny Blind told Voetbal International: "We have a deal with the player, correct."
"It's now a case of the clubs coming to an agreement. Those negotiations are still under way."
Heerenveen have stressed on several occasions they do not expect Sulejmani to be at the Amsterdam ArenA next season.
Ajax have also confirmed they may send out striker Edgar Manucharyan on loan next season.
The 21-year-old Armenia international has had few opportunities with the Amsterdam giants and has been linked with a loan move to NEC Nijmegen.
Blind told the club's website: "A loan spell for Edgar is an option so he can continue to develop at a higher level and return to Ajax a better player."
NEC are also reportedly interested in taking Ajax's 21-year-old forward Leonardo on loan.
