According to Andrei Arshavin's agent Dennis Lachter, Chelsea are no longer interested in signing the Russian playmaker.
Roman Abramovich was rumoured to have been after the signature of the Zenit St Petersburg playmaker produced several glittering performances in the UEFA Cup and Euro 2008.
But Lachter thinks this is no longer the case.
"I don't believe that after this acquisition of Deco the club have retained their interest in Arshavin," said Lachter told Russian reporters.
"Zenit want to get at least 30 million euros (GBP23.8 million), and foreign clubs offer no more than 20 million euros (GBP15.8 million).
"The situation is not at an impasse though. The transfer period only ends on August 31 and clubs are only just beginning to be proactive in the transfer market."
