The Turkish side have already claimed the capture of midfielder Harry Kewell, who was released by Liverpool this summer, despite the player's agent insisting no deal has been completed.
And they have now looked to bolster their squad further and are hopeful of landing Kewell's Australian compatriot Neill.
The 30-year-old joined the Hammers from Blackburn in January 2007 and played a crucial role in the side's escape from Premier League relegation.
He was made captain at Upton Park last summer and again impressed in the 2007/08 campaign, but West Ham may be tempted by Galatasaray's bid.
Neill is one of West Ham's highest earners and club bosses are contemplating whether to let him head to Turkey.
