Spurs have stated that the GBP 12 million purchase of Pavlyuchenko is a replacement for Robbie Keane, who recently left for Liverpool.
Spartak Moscow boss Valery Karpin confirmed they had accepted a bid for the Russia striker. He said: "If Roman agrees a contract then we are ready to let him go."
Spurs have said they want GBP 32 million for Berbatov but United have so far only offered GBP 7 million less than the requested amount.
Reports suggest Tottenham will not sell Berbatov unless they sign a second striker before the transfer deadline, with Pavlyuchenko's countryman Andrei Arshavin at the top of the London club's wish-list.
