Vidic received a straight red card after elbowing opposition striker Claudio Bieler during United's 1-0 win in the final of the FIFA Club World Cup in December.
The length of the Serbia international's suspension is yet to be decided, and Mourinho feels he should at least receive a two-game ban for his act.
The former Chelsea boss told Italian sports daily La Gazzetta dello Sport: "I'd be surprised if Vidic didn't get at least two matches - which wouldn't even be much for a gesture like that, during a match seen by the whole world."
Mourinho was also surprised that Wayne Rooney did not receive a ban for standing on Kasper Risgard's chest during the UEFA Champions League group stages.
"I don't like the fact that in football there are different standards. I was amazed that Rooney was not suspended," Mourinho said.
